This story hits at all the right paces. Its the second issue of a team book and everyone gets name checked. Teenagers look like teenagers. Red Robin tries to act like a cool James Bond style character, but sounds like a bad teenage impersonation, which is exactly what the story is going for.
We learn that Bart Allen is Kid Flash. I was kinda hoping it would be Wally West, but I can look past this. It makes me wonder how they will explain his origin. But, that is for another day. I like how his speech bubbles and thoughts are short and quick. It is a good reflection of character within the writing and in the art. And are those balls of chain wrapped on his leg the same one that was wrapped up with Roy Harper's in the beginning of Red Hood and the Outlaws? Heh. Nice touch.
We get introduced to a couple of new characters, both of whom I don't recognize from the old DC universe. That is ok, we get one, Skitter, fleshed out a little here, and the other, Solstice, who is probably getting some background in the next issue. We don't get much time with the new characters in this issue, but then again we didn't get into too far of details with the other characters last issue. This is in development, and the Superboy tease is just trying to get you to pick up his book to see what is going on (don't worry, not much as of yet, but it is building the world around the character right now).
The art tells the story beautifully. A couple of double page spreads were used in good taste, and it was definitely something that caught me off guard at first, but I caught on the second time around. And again, I love it that teenagers are drawn like teenagers and not body builders. Makes the whole secret identity thing seem more legit. Also love the fact that Red Robin wore a Green Lantern shirt when he was in civilian gear.

Recommend: For newbies, the one Superboy page may confuse you, but the rest is gravy.
